Can videos have state?

How can we have TIP 1, TIP 2 reflect when user hovers over each state?

A video can't have states.
In the sample you linked to, it looks like they put a transparent shape over each video. And those shape have a hover state to show the tip #. The triggers to show the layers would also be attached to those shapes. The shapes could also have a Visited state (for example, with a small checkmark added) to show/track what the user has clicked.
