You can, I would get one person to set up a template, with slide size, colours and fonts and then both  build from that and one could import when you are ready, not really collaboration

To add another option to Phil's response - after you have built the template, etc as he recommended - if you have a Teams account, you can load the slides to Team Slides in Storyline for your other Team members to access.
