I wasn't able to reproduce the behavior you described above. When I added the trigger to submit the interaction on the base layer, button 1 (submit) was one of the options for when the user clicks.
Would you be able to send me a screen recording of what you see on your file?
I am attaching the edited file with the added trigger.
