The main issue with Rise is that you can't ensure folks will go through the content they're supposed to. That could be an issue with folks who check compliance.
If you want to stick with Rise, I think it would be best to create two courses. For simplicity, I'd divide them like this:
- what everyone needs to know
- what those in contact with patients need to know
