Sorry to hear you ran into this issue.
Would you be willing to share a copy of your project file here or in private by opening a support case so we can take a closer look at what's happening? We'll delete it when we're done testing!
As a workaround, you can downgrade your installation to a previous version in the meantime to allow your courses to publish without the issue.

Unfortunately I am not able to share the project files but I submitted a support case yesterday and am waiting to hear back. I can confirm that the issue is occurring with a few different projects that we recently re-published with v3.86. They did not do this when published with prior versions.

If anyone else is experiencing this, the current workaround is to downgrade and publish using Storyline 360 Update 85. For additional assistance, you can reach out to our Support team!- MrJitinCommunity Member
