Variables not working in Layers

I created a male/female character variable and it works on the each slide, but it doesn't seem to be working on slide layers. I have the trigger on the layer set to "when timeline starts on this layer" to change the state to male/female but it's not working when published in Review. The file is too large to attach but I can open a case if you need me to send it. Please advise. Thank you!
