Video captions localization for Arabic not working

Hi, creating a course in Arabic. The "captions off" on video block [CC] is still in English even though I have changed the labels to Arabic. Works fine with say French. So with French selected in labels "captions off" is changed to French. 
Arabic is a supported language...

    Hi, HP Life! That's right!  Arabic is one of the supported video player languages in Rise.  Please try the following steps and see if the video player is still showing captions off in English:

    1. Create a new Label Set.
    2. Export the New Label set for *.XLF translation.
    3. Translate the *.XLF file to the desired language.
    4. Upload the translated *.XLF file. (Upload from XLIFF)
