What's the purpose of the RISE checkbox lists?

Thanks Daniel and G IT for this insight. We've been watching this discussion and a few others as we look at the potential of modifying this feature, so your use cases are really helpful for our team.

I want the check boxes to stay checked in the SAME instance of the course - when my learners "revisit" their observations. I even tried a workaround with building a slide in Storyline, but it STILL clears. It's extremely frustrating...
