I would agree, I think I reported this at some point.
You could leave the trigger where it is and then add one somewhere else that can never be reached, suspect the one on the master layer works but is not seen by the publish tool.

You need to add in a complete trigger

are you publishing the entire course? that is the only reason I can think of why it will not be selectable.
Yes, of course, but why should this be a problem? Isn't it normal that you want to publish the entire course?
You can publish part of a course either a slide or a scene, if the complete trigger is not in that slide or scene the option is not available.
Okay, I figured it out myself but this is really not good:
When you include this completion-trigger on a slide layer this won't work. It only works on "normal" slides.

I have never had a problem with it being on a layer that sounds like a bug
Mh, to be more precise: the trigger is included in a slide layer of a master slide. But in theory this should work too, so I also think this is a bug.
