Yes or No buttons are missing when a user resumes a module. They can be made to reappear by maximizing the modules window which increases the size of the resume popup which makes the buttons visible. The only thing that is odd about this module is the story size settings.
Player Size is set to Scale Player to fill browser window.
It sounds like you're using Storyline 3 and are experiencing this open bug:
Behavior: Buttons are cut off or hidden on player notifications, such as the resume prompt and the invalid answer message, when the classic player is set to fill the browser window.
Workaround: Set the browser to Launch player in new window and then select the Resize browser to optimal sizeoption.Here's how.

I'm excited to share that we released Storyline 3 (Build 3.12.24693.0) today, which included the fix for the issue where Player notification dialogue boxes are cut off at the bottom when the slide is set to a large custom size when using the Classic Player.
To take advantage of the new features and fixes, make sure to update Storyline 3!
