It looks like the dial is duplicated, but it's hard to say without seeing the file. Any chance you could share the .story file so we can investigate and make suggestions? You can share it publicly in this discussion or privately here.
For the flashing when hovering issue, we released a fix for a similar issue in Storyline 360 Update 58. What version are you running? You can find that in any project from the Help tab, then click About Storyline. If you're not on the latest, follow these steps, and let me know if that takes care of the flickering.
