In my Storyline module, I have two buttons on the base layer. Each button opens a separate layer. After closing the second layer, the screen reader announces both buttons names,’ and Button 2 inherits Button 1’s name.

It looks like the alt text for Button 2's Visited state has the alt text of Button 1. That might have happened if Button 2 is a copy of Button 1.
Use the Accessibility Checker to see if that's the problem.
You can edit the alt text for Button 2's Visited state, or just make the states invisible to the accessibility tools.
