This issue was resolved by support by logging out of the desktop app and signing back in the programs populated and downloaded.

I am also having the same problem. I just submitted a support case. I also logged out through my web browser and then logged back in to see if that would fix the issue. No luck. I can open storyline by directly using the .exe file or by opening the .story file, but any action that tries to connect to the internet gives me an error.
I just saw this response from @charesragucci and it seems to have worked.
Try logging out of the Desktop App and logging back in
