Articulate Rise - Working with XLIFF

Hey,

Hoping for some ideas and advice here...

Basically in short what program/software can windows users use to open/edit XLIFF files?

Personally I use a Mac and the handy little app called "XLIFF to Word Lite" works perfectly for me but some windows users in my team are not sure what they can use (ideally free).

The localisation features are very valuable for us.
