Data capture with multiple attempts
The complete answer depends largely on the LMS that you are using to launch and house the course package, and the format you are using to publish the course; but in most cases, the SCORM report tracks one value per answer. So when a user answers a question, and then submits that answer, that is the data which is captured by the SCORM output. If the user goes back and changes the answer, and resubmits, that would not normally be captured or reported.
Think of it like putting coins into a gumball machine. You put one coin in, turn the knob, and you get a gumball (or other treat). If you keep putting coins in after you have already put one in - before you turn the knob - you are essentially giving the gumball machine your coins, but you will still only get one gumball.
The coins are the "answers;" turning the knob is "submitting" the answer; and you can only play (get one gumball) once.
I believe there are some LMSs that could be configured to capture multiple responses to a question, but that would not be possible with a SCORM wrapper. You would be better off using some type of xAPI format to capture that data.
