Does the owner of a Rise course see the changes the manager makes?

Anybody that has collaborator access to a Rise course, will immediately see changes made by any other collaborator.
Even if they don't republish it?

Yes, that's correct. In Rise 360, Collaborators can see each other's edits in real time without needing to republish the course. Any changes made by one Collaborator are automatically saved and instantly visible to everyone who has access to that course.
Publishing is only necessary when you want to export or share a version of the course, outside of Rise 360.
