Is it possible to add freeform or question bank questions to Engage content?

That is not possible. Engage is pretty much what it is . . . form-based interactions. QuizMaker, Storyline, and Rise all have Quiz functions. If it is important to use in Engage with questions, your options are Using Presenter and inserting and Engage interaction and a Quizmaker quiz, or importing Engage into Storyline and adding a set of Question Bank questions from Storyline.
