Focus indicator showing for text and an invisible spot
While testing my course for keyboard accessibility, I noticed the focus indicator is:
- Selecting text that doesn’t have a hyperlink or trigger.
- Highlighting an element that isn’t visible on the slide.
Question: How can I fix this so the focus indicator only moves to interactive elements?

re: the Employee Rate slide
The Defined Benefit Plan text box is highlighted when you tab through the slide because it has a Selected state. Delete that state, and it won't be highlighted.
re: the Learn More slide
I haven't encountered that issue before. Very strange to highlight when there's nothing there.
I tried adjusting the size of the text box, but that just moved the extra highlight to a different location:
That is what's politely called "unexpected behavior." I suggest you submit a case directly to the Articulate staff. You can do that here: https://access.articulate.com/support/contact
In the meantime, you might try recreating the text box. That might eliminate whatever bug is there. Or consider using separate buttons to link to Membership, Refunds, and Distributions (instead of linking from bullet points).

This User Guide article explains how to adjust the focus order: Storyline 360: Customizing the Focus Order of Slide Objects | Articulate - Community
By the way, it is helpful to upload a .story file when you have a question. However, for future reference, I suggest you upload an edited version that only has the slide(s) directly involved in the problem.

I just uploaded a new storyline file. The text is in the focus order, as it should be. The problem is that the focus indicator is highlighting it, and it should only highlight interactive objects, not text.
For the slide with an errant focus indicator, the only two items in the focus order are the two text boxes on the screen. The screenshot is decorative.
