Focus Order and Slide Layer Graphics

I have a few decorative items as part of a slide master. I have unchecked "Object is Visible to Accessibility Tools." Most slides have no issue - these do not appear when I look at the Focus Order Window. This is not the case on slides where I use Slide Layers.

With the slide layer slides, each object is shown in the Focus Order Window for every layer. When selected, the option to delete is grayed out.

When I tested it with a screen reader, the behavior seems correct, and all decorative graphics were ignored. So, it isn't a "must be fixed", but still would be better if they did not appear in the list.  Any suggestions?
