How can students review learning module content after submission?

If you'd like your learners to resume right where they left off when they go back to your course, you'll want to change the resume behavior of your course to Always resume. This article explains how to modify the resume behavior in Storyline 360:
Note that some LMS learning standards, such as SCORM 2004 3rd Edition returns learners to the first slide after course completion when the status is set to "Complete/Incomplete" and "Complete/Failed". If your course is already using Always resume, you'll want to try using other learning standards, such as SCORM 1.2 or SCORM 2004 4th Ed to see if these will give you the resume behavior you are looking for.
Additionally, you can also test your course in SCORM Cloud to see if the reason why your course is not resuming as expected has something to do with your LMS. This article explains how you can test your course in SCORM Cloud.
