how to restrict learners to download the attachment in course and then they can move on.
How to set up on Rise 360. You must complete the download of the inserted file above before you can go to the next page.

It sounds like you want to require learners to download a file before advancing in a Rise 360 course.
I see that you've opened a support case and connected with my teammate, Mark. I was glad to see the feedback Mark shared helped to solve your issue! For anyone discovering this thread with a similar question:
Continue blocks cannot track downloading from an attachment block. One workaround that I found from our community post is to put a checkbox below the attachment block that learners must interact with before proceeding.

If you want to force them to download a file, another workaround is to put your file on a Storyline 360 course that you can add to your Rise 360 course as a block. You can use the continue block to track that Storyline block, as explained in the article below:
