Imbedding SL360 into Rise, with maximum number of retries

Hi, I have embedded a SL360 quiz file into Rise, followed by a continue block that only allows the learner to continue the course if they have the course complete in the SL file above it. The SL is an exam in which the learner has a maximum number of  3  attempts to pass. Should they not pass, they should contact the trainer and not be able to continue with the course. I have the course complete trigger on the Success layer only. I am facing these challenges:

1) If the learner leaves the course and refreshes the page, the learner will be able to complete the exam again and even if they do not get the pass mark, they continue button after the exam appears, and complete the course. 

If this is not possible, what alternative options do I have for learner to have a maximum number of attempts and not be able to complete the course should they fail? and how can it be reset to be completed again from the start with anther 3 attempts?
