Implementing a skills audit in elearning

Does anyone have any examples they could share of how to create a skills audit in an e-learning environment?

I have a paper based copy I'd like to move online with some processing to help present results in user friendly way.  

I'd like people to work through 30+ items in six sections, rate relevance and current skill level. Then for the package to weight ratings to calculate and rank skills gaps. Then feedback on gaps using a traffic light or ranking system. So people can quickly identify areas to focus on.

Is this kind of thing possible within the Articulate product family? Or do I need to reach beyond? If so, where?
