Imported translated Xliff file doesn't change anything

For others with a similar issue who come across this thread:
I looked at the XLIFF file in Smartcat, filtered the unconfirmed segments, and found translation errors that contained untranslated/unpopulated target translation fields and mismatches on the translation tags. The translation tags are the numbered chevrons that maintain the text formatting when the localization is applied.
When localizing your courses using XLIFF translation, please ensure that all the tags in each segment match and target translation fields are populated to avoid importation errors.
