Is it possible to place a video into a custom "wrapper?"

Hello, Heroes! I'm dealing with a request to have a video play inside the "screen" area of a stock image of a connected TV. Is it possible to create that in Storyline and save it as a Storyline block for a Rise course? 

This would need to have the same controls as the standard Rise video player on the custom wrapper.
