Normal state when Alow only one item in each drop target

I believe you can accomplish what you want by removing all of those State Change Triggers and editing your correct and incorrect states to Drop Correct and Drop Incorrect. As long as you are in a quiz questions, these states function automatically without worrying about triggers
I'm attaching a test file with sample that shows what I mean... I made my own states for correct and incorrect because sometimes when I had multiple drag and drop objects, the system didn't work reliably as I expected.
