Hi, James,
How frustrating! It sounds like the program thinks it's reviewing the quiz instead of giving it. That definitely should not happen. It should work in Review 360 the same way it works in Preview or when published to your desktop.
I suggest you try republishing the course to Review 360 (in case there was a glitch during transfer).
If that doesn't solve the problem, contact the Articulate staff. You can do that here:

In my experience, they're quite responsive and helpful.
