Hi Doris,
I may be misunderstanding, but is the goal to provide your reviewer with your published project and the VTT file? If correct, they can edit the captions in the VTT file (using Notepad, as you mentioned), and then you can re-import the VTT file into your project.
If I've misunderstood, feel free to share what I'm missing.
