Seekbar in Storyline
Hello,
is it possible that learners can scroll back on the seekbar at any time, but fast forward only after the 2nd time of viewing?

What I suggest, if it works for your design, is combining the use of a conditional seekbar with a custom rewind button:
You can create a button that jumps backward on the timeline a few seconds at a time (rewinding):
