Try playing with the number of steps in your slide, like here:
This should get it moving smoothly, and you can use exact values or value ranges in your triggers, depending on what you want to achieve.
Not sure what you mean by "Also, is there a way to simply drag the slider to any step and not have to go in sequential order?" Do you mean the starting point of the slider? The slider is basically a line, so not sure how you can get from 0 to 100 without going sequentially...
