Storyline 360: Layers Using Feedback Master Style for Non-Question Slides
Hi all,
Is it normal Storyline 360 behaviour for layers on slides that are NOT question slides to be using the layouts found in the "Feedback Master" layout?

Yes, that is normal behavior. Layers always use one of the Feedback Master layouts. Typically, when you add a new layer to a regular slide, it'll use the "Blank" layout. You could also create your own layout and apply that, as needed.
