I'm sorry to hear that you're also running into this issue. I checked out the other cases, and the standard solution was to import the slides to a new Storyline course. Can you confirm if this solution also works for you?
If it does, file corruption is a possible culprit. Make sure you're working on your local drive to avoid erratic behavior. If the problem persists, try these steps to fix any installation issues.
I ran some tests with the attached Storyline project using the latest version, update 90, and did not notice that behavior.

We have tried importing into a new course, and we have also tried creating a new course from the same template. We have seen the same behaviour across multiple Storyline files from different clients.
