is it possible to make permanently visible the banner which is at the bottom of the videos and which is only visible on mouse over?

Yes definitely!
You can disable the Video Controls for videos that you've added in the video tools option shown here:

Hello Joe thank you for your answer even if it does not answer the question asked: on the contrary, I want the toolbar of the videos to remain permanently visible. and that it is below the video (and not on the video)

Sorry about the confusion! Currently, there isn't a way to have the video toolbar permanently on the screen or change the position of the controls. We currently have this logged as a feature request, so I’ll go ahead and include your voice. We’ll update this discussion if this feature makes it on our feature roadmap.
