What to do….
Hi Mark,
My team and I make training content like this quite often! We use a mixture of both methods you mentioned, though most often we make full videos that demonstrate the process first, and then we reinforce learning by following up the video with either questions, or an interactive Storyline scenario that takes the learner through the process they just saw.
I find the video delivery to be particularly advantageous for demonstrating a process because I can easily draw the learner's attention to key points on the screen either with a zoom animation or an onscreen annotation. Plus, if you have access to Techsmith's Camtasia, this method becomes even more efficient.
All that being said, I do think either of the approaches you mentioned would get the job done.
