Why is the Scrolling Panel such an inconvenient nuisance?

Why do we have to spend so much time moving an object here and there, adjusting dimensions, experimenting with the positioning before the scrolling panel finally works? Please don't tell me that the scrolling panel is incompatible with a group of items that have states....
