Importing translated XLIFFs to RISE adds extra line breaks

We are importing our translated XLIFFs to RISE (using the duplicate courses per the instructions). The import works, but adds a lot of extra line breaks in random places. Most of the time, these extra line breaks seem to occur where there is already a single <br /> line break tag. But it's acting as if there are 2 <br /> tags. With the extra line break in RISE, there is a blank line in the middle of a sentence or paragraph.

We have inspected the translated XLIFF and don't see any issues -- no extra <br /> tags or hard-coded line breaks, and don't know why this is happening.

We're also experiencing extra line breaks when importing translated Xliffs into Rise. These extra line breaks systematically occur in labeled graphic markers with more than one paragraph of text: there's an extra line break between the two paragraphs. We'd love to find a solution so this doesn't keep happening.
