Course not completing every time.

I have a course that has an assessment at the start and dependant on the result you either get revision learning or further learning. I have the tracking set at completed on 100% of the assessment and have published to my LMS using scorm 2.1 as it doesn't support scorm 2004. I am getting about 1/3 of users showing as 'not completed' but they have passed the assessment with the required score and wonder if its how I have built the course or how I have set the tracking up. I can't replicate the issue at all although I have tried different ways of completing the courses so finding it hard to see what I have done wrong. I can see there is a drop down arrow opposite my choice of 'when learner completes quiz' and I have this set at final assessment - should it be pre-check? I have learning after the assessment. Any hints for settings I should be looking at?

The first thing we recommend checking is if your courses is exceeding the suspend_data limit for courses published in SCORM 1.2 format. This article explains what this limit is, as well as how to check if your course is exceeding 4096 suspend_data characters: 

If your course is not exceeding this limit, try testing in a different LMS to see if the issue is LMS specific. You can test your course SCORM Cloud for this purpose. If your course isn't exceeding the suspend_data limit, and you are able to replicate the behavior in SCORM Cloud, open a case with our support team here so we can take a closer look at what's happening.

HI Joe, I have checked and the limits doesn't exceed 4096 suspend_data characters. My main issue is I can't replicate the error in my LMS or in storm cloud but I am finding about 10% of users don't get the course to complete so although it is working for most, its not for everyone and I am unsure if its how I have built the course. Is it possible to upload the course and get it looked at to see if it's my building or is support only for technical issues?
