Stopping points on Seekbar

I have a project where I have set the seekbar to Allow drag after completion. My goal is to require a learner to watch and listen to all content, but allow them the flexibility to jump back a bit if they miss something, or want to listen again. With this setting, they have to go all the way back to the beginning of the slide, and listen again. What if it is a 8 minute slide with voiceover, and what they want to hear again is at 3 mins. Is the only option for them to go all the way back and listen to everything all over again? Or, is there a way for them to go back a few seconds or so, until they get to the point they want to listen to? 

In short, I want users to not be able to advance, and skip over content, but I want them to be able to move around a bit easier in the content they have already viewed. Is that possible?

The expected behavior of the seekbar is what you described as the desired one: when set to Allow drag after completion, the learner will have to complete the content on the slide once but then will be free to move around (forward and back) using the seekbar.

If this is not happening in your project file, would you be comfortable sharing it either publicly here or privately through a support case?
