Adapting full screen size for e-mobile

Hi guys

My company is building a sort of coursera format for the project we are developing and we need to have full screen resolution and ratio for the content. I have attached a photo with the problem we want to get rid of. We don't want the screen space lost in the top and bottom size of the screen, but we don;'t want to design two scorm packages to later upload in our LMS. Do you think this can be solved with a sort of setting to adapt alkl the multimedia for mobile and desktop at the same time?
