I understand that you're looking to create a course where the learning outcomes and assessment criteria are already defined, and you want AI to generate content that aligns with those requirements rather than creating its own objectives. Happy to help! 

For this use case, I'd recommend building the course structure with AI in Rise 360 (select +Create New > Course > Create with AI).

During this process, you can upload the specification (or individual units) as source material for AI. Once the course is created you can also use our AI Blocks to help generate content that supports specific learning outcomes and assessment criteria. Using your qualification documents as source material will generally give you more control over the content than starting with a broad course description alone.
