I tested it according to your instruction but no issue was reproducible. Do you see "Prompt to resume" at all when you relaunch? Do you receive any kind or error that may point you to the right direction? Does it happen in more browsers? It's definitely something with your LMS but have no idea what may cause this issue. Maybe something with the LMS Launch method. You would probably get a white blank screen when you relaunch a new instance of a course while the previous instance of the same course is still running in the background. Like it has never been properly closed.
