I have a course with callouts on almost every slide and need to resize the font. However, when I resize the font in the "normal" state, the "hover" and "visited" states do not change. Is there a way to fix this? See the attachments for clarification.

Sorry to hear that you ran into this snag.
I just did a quick test on my end and verified that the hover and visited states should inherit the font formatting changes that are made to its normal state.
Would you be willing to share a copy of your project file here or in private by opening a support case so we can take a closer look at why the font formatting changes that you make to the normal state are not being passed on to its associated states?

this is the normal behavior, as soon as the text differs, the font properties are no longer inherited
