I've been able to fix the fluttering, by targeting an image I overlayed on the characters that were the original targets.
I think what was causing it, was I was targeting the character images themselves; since they overlapped each other a little on the slide, it was confusing the computer.
So, what I have setup now, is when the shapes are hovered over, a layer appears with a different image of the character holding a sign with the name of their assigned fund. On those layers, when the characters are clicked the viewer is forwarded to other slides on those funds.
