Force learner to watch entire Youtube video

Hi! Sorry to resurrect an old thread, but I would still love some possible options for viewing a whole Youtube video if possible.
I know this isn't best practice but we are up against some unfortunate compliance laws and angry stakeholders that insist the course is locked down for a length of time. They don't seem to be concerned with what a user gets out of it, but rather the amount of time they are taking the course. I know, I know.
My only idea I can think to do is drag the timeline out to the length of the video and set the trigger to show the next button at the end of the timeline. This seems like it has a lot room for user error however as one of the videos is 15 minutes.
I also don't have the option to add it as an mp4.
Any other ideas or suggestions?
