How to create a quiz with no correct answer
I'm trying to create a slide that has two buttons, "I agree" and "I opt out". I need to have the results reported through quizzing, but no matter what I try I can't get it to work. I tried free form and that doesn't work either.
If they choose I agree the course needs to jump to a different slide than I opt out. But no matter what I do the buttons won't go to the correct slide.

When a question slide doesn't give immediate feedback, the "Submit __" trigger automatically jumps to the next slide. So those triggers that jump based on the answer never run.
Also, you need a Results slide to report the response to the LMS. So you could do this:
Delete the triggers after the "Submit __" trigger.
Insert a Results slide that's completely blank. In other words, adjust the layout to Blank, and delete all objects from the base and the layers. (You don't need to show the user the Results scoring. Just keep the trigger that Submits Results so the info will go to the LMS.)
Assuming "Agree" is the "correct" answer, on the Success layer, add a trigger that jumps to slide 1.22 Closing when the timeline of the layer starts.
On the Failure layer, add a trigger that jumps to slide 1.23 Review when the timeline of the layer starts.
