How to Restrict Navigation on an Interactive Slide

Working on updating and refreshing a group of compliance courses for a biannual release and some of the slides need to be locked until they complete the activity. My question is about how to throw an "Error" message for the learner when they try to click the NEXT button before completing the required activity.

I've been able to do this using variables and triggers, but this additional step will throw an error message if they try to click the greyed out next button. I found a very nice, simple video tutorial from Yukon Learning on how to do this and it's very straightforward, however in the video they recommend adding a hotspot shape (with no trigger) over the activity, on each layer and I have no clue as to what this is supposed to be doing. Can someone explain this to me? Wouldn't that prevent the activity from working, such as clicking on an icon to show a layer, etc.?

Here is a link to the video:

Thanks for your insights!

The Hotspot serves as an invisible mask, preventing a User from clicking on the button until we are ready.  It is no longer an ideal practice since keyboard users can tab around/under the mask and select this item (unless we remove it from focus order).  We would typically recommend using Disable States to create a similar effect and just change the state back to normal when we are ready for the item to be selected.  Or in the example in the video we would adjust the Layer Properties to not allow the base slide items to be selected and then add an option to close the layer to select the next item.  This design is more in alignment with Accessibility standards.
