I suggest cutting the video into shorter fragments. That should help the video load quicker. It'll also make it easier for you to program and preview. And, depending on how you set it up, it should be easier for the learner to review as needed.
Storyline's video editing includes Trim, which allows you to shorten a video by deleting some from the beginning and/or the end. Here's the User Guide info: Storyline 360: Editing Videos | Articulate - Community
That's probably not the easiest way, but it is the way to do it without investing in other software.
