Multiple Attempts not working with Restricted Menu

Hello, 

I'm running into a weird issue.

I've set up an assessment to have 2 attempts for each question. For some reason, when I set the menu to "Free" the assessment works just fine, but when I set the menu to Restricted here's what happens: If I answer the question wrong, the Try Again pop up appears and disappears in half of a second, then it moves on to the next question without me selecting and submitting another answer choice. 

Any idea what could be going on?

    Thanks for reaching out! I see you're already working with my teammate Lejan on a support case for this issue, and he's requesting a screen recording if possible. I encourage you to continue troubleshooting with him so that we can find a fix.
