Passing scores not updating in Canvas after getting a failing grade the first time?

Problem with these cases is... Articulate tells...check Scorm Cloud, and if it works there they state its the LMS. And talking to your LMS provider ( Canvas at least ) they will state they just use standard Scorm/Rustici protocols and thus tell you its the an issue to be resolved by the software company developing the authoring tool, Articulate in this case....
