Thanks for explaining what you’re seeing so clearly. The behavior you described sounds related to how Moodle handles stored SCORM suspend data when a package is replaced. Rise and Storyline both rely on the LMS to manage resume data, so that incomplete attempt information can sometimes conflict with a newly uploaded package.
Your temporary fixes are exactly what we’d recommend, either reset the learner’s attempt or overwrite the SCORM file instead of deleting it first. Both prevent that resume prompt error.
